NCTS Phase 5 – Transition Rules End
During 2024, there has been a transition period for NCTS Phase 5 with associated transition rules.
Starting January 21 2025, these transition rules will no longer apply. The transition occurs on this date at 01:00 (CET), and all EU countries will then operate in Phase 5 without transition rules.
Some examples of changes after the transition period
- Commodity Code becomes mandatory: A 6-digit commodity code will be mandatory (Swedish Customs recommends an 8-digit code), except for TIR transit.
- Increased number of House Consignments (HC): HC stands for House Consignments, i.e., the level below Master Consignment. During the transition period, only one House was allowed, but now up to 1,999 can be used. This means multiple deliveries can be consolidated into the same transit much more effectively than before, but it places higher demands on data integrity and accuracy.
- Data Submission varies across multiple levels: For example, documents can be submitted at all three levels (Master, House, Goods Item). See the declaration guide for all possibilities.
- Multiple Consignors can be declared in the declaration: This is related to the increase in the number of House Consignments; each House can have a consignor, and in such cases, the consignor is not provided at the Master level.
- Country of Dispatch becomes relevant: The country of dispatch, previously optional, will now be mandatory and must be included at one of the levels: Master, House, or Goods Item.
