Upcoming UCC projects at the Swedish Customs Administration (Tullverket) in 2025

Here is an overview of upcoming UCC projects at the Swedish Customs Administration in 2025 that affects our system TIS.

Central customs clearance

Central customs clearance means that companies can submit their customs declarations in any EU country, regardless of where the goods arrive in the EU. This means that the information in the customs declarations will be exchanged digitally and in real time between the countries concerned. The European Commission has developed a central IT system for this information exchange, but it requires adaptation of the national IT systems for imports and adjustment of the processes.

The introduction of central customs clearance is taking place in two phases. The first phase, which includes the standard customs declaration, will start on 2 June 2025 in Sweden. The date for the second phase, which includes the simplified and supplementary declaration, as well as registration in the declarant’s records, will be announced later when the Swedish Customs’ analysis is complete.

NCTS phase 6

NCTS phase 6 is an upgrade of NCTS phase 5 and will enable customs authorities to receive security and safety data via the NCTS transit system, if so decided. However, in Sweden, the Swedish Customs Administration has decided that such information should be provided in the import control system ICS2 instead of the transit system. NCTS Phase 6 is not intended to introduce any major functional changes compared to Phase 5.

The introduction of NCTS Phase 6 will take place in the EU between March and September 2025.

Sweden plans to transition to Phase 6 during the fall of 2025. Originally, the transition was planned for May 17, but the Swedish Customs Administration has decided to postpone the date.

Entry in the declarant’s records (EIDR), export

During the autumn of 2025, requirements for more information in the records will be introduced, corresponding to those that apply to the simplified declaration. In addition, it will be necessary for everyone to submit a notification (formerly ALE) to the Swedish Customs every time a registration is made in the records. There will be no exceptions to this, which previously applied to exports to Norway and Switzerland.

Production is planned to take place through a “Big Bang” on 1 October 2025.

The AES export system

The transitional rules for the AES export system will expire on December 14, 2025. Originally, the transitional period was planned to end on February 11, but the Swedish Customs Administration has decided to postpone the date.
